reduce the budget it will be much harder

Suede – the real voice of experience here would be that of Express, but I’ll weigh in from my (one) experience doing the Throwdown. I totally sympathize with anyone on a budget, but I’d have to say that, paradoxically, 3000 is a lot of money that goes very quickly when you’re counting basic, foundational items like skins, hair and eyes as part of the outfit’s total cost. Reducing the target budget might make the task more difficult, but I’m not sure it would make for a more interesting contest. You can see that Express already keeps his budget low (here, about half of the allowed amount) by starting with a group gift skin. Although there were some freebie items in Stokely’s outfit, the skin wasn’t free, so the final total cost is higher. If you’re not concerned with duplicating the whole look exactly, of course you can go with your own preferred skin (that you already own), buy just the clothing and accessory items, and not spend nearly as much.
Another possibility might be not counting the cost of the skin, the thought here being that most people will go with their own favorite skin anyway.
